国際教育夏季研究大会 (SIIEJ 2020)の報告 | SIIEJ 2020 Report

昨年で3回目となるSIIEJ 2020は、9月2日から4日まで「新型コロナ禍と国際教育の将来像」をテーマに関西大学において開催されました。コロナ禍の感染状況を考慮し、全面的にオンラインで実施する形式となりました。文部科学省高等教育局国際企画室の佐藤邦明室長、同じく文科省から「トビタテ!留学JAPAN」プロジェクトディレクターの船橋力氏、欧州CHEIのFiona Hunter氏をKeynoteにお迎えし、初日のセミナーは650名以上が登録、約510名が視聴されました。また、3日、4日には、国際担当教職員を対象に実践的な4つのワークショップ、14の課題別セッションが行われ、約250名が参加しました。

SIIEJ 2020 was conducted fully online at Kansai University from September 2 to 4, 2020. The topic was "The Impact of COVID-19 and the Future of International Education." We invited Mr Kuniaki Sato (Director, Office for International Planning, Higher Education Bureau – Ministry of Education, Culture, Sports, Science and Technology), Mr Chikara Funabashi (Project Director, Public-Private Joint Project for Overseas Education Promotion MEXT 'TOBITATE Scholarship Project'), and Dr Fiona Hunter (Associate Director at the Centre for Higher Education Internationalization (CHEI) at the Universita Cattolica del Sacro Cuore). On the first day, 650 people registered for the event, and 510 participants attended. On the 2nd and 3rd day, we had 4 workshops and 14 sessions for 250 participants who were mainly faculty and administrative staff members in international education at Japanese universities.

2020年9月2日から4日にかけて「新型コロナ禍と国際教育の将来像」をテーマに関西大学において開催されました『国際教育夏季研究大会』の報告書を作成いたしました。都合により、報告書がないワークショップ、セッションがございます。何卒ご了承くださいますようお願い申し上げます。英語版報告書は日本語版の下にございます。

We are pleased to share the final report on the "Summer Institute on International Education, Japan 2020" held at Kansai University on September 2-4, 2020, under the theme of "The Impact of COVID-19 and the Future of International Education". Due to circumstances, there are some workshops and sessions for which reports are not available. The English version of the report follows the Japanese version.


今年のSIIEJは、同時通訳(初日)に加え、英語によるセッションも多く設定され、日本語を話さない教職員も3日間参加可能でした。そのため日本語Native以外の参加者も例年以上に多くご参加いただきました。初日のセミナーには、フィリピン、米国、マレーシア、タイなど、国外からの参加も多く見られました。はじめての100%オンライン開催でしたが、実行委員および関係者のご尽力もあり、大きな支障もなく開催することができました。参加者の声は、おおむねポジティブなものでしたが、「資料共有など、事前情報の提供を早めにしてほしかった」など、来年に向けて改善点を指摘する声もいただきました。

The SIIEJ 2020 offered simultaneous interpreting for the first day and more sessions in English than in previous years. As such, we welcomed many faculties and administrators as participants, including the Philippines, the United States, Malaysia, and Thailand. It was a successful event thanks to steering committee members and other supporters. We appreciate positive feedback from participants. On the other hand, some participants requested to deliver important information smoothly before the event. We take critical feedback seriously as well for the better event next year.

I learned about the COIL education style at SIIEJ 2020. We would like to introduce this style to our study abroad courses and other classrooms in our university.

参加しながら、誰のためのグローバル化か。何のための留学なのか。誰のための国際共修なのかなどの根本的なところを考えることができました。この研修会に参加しないと時代から取り残されると思いました。
SIIEJ 2020 allowed me to think about what the globalization is, why study abroad is important, and who needs to learn through the intercultural co-learning style. It was a great chance to catch up on recent international education trends.

変わりゆく国際教育の将来について考えるのに新しい視点を得ることができました。これらの視点は教職員たちが従来の教育学的なアプローチを現在の教育現場にどのように取り入れるのかについて考える良いきっかけとなりました。
Most sessions I attended had very interesting perspectives on the changing future of international education and the ways that faculty and administrators can move away from or adapt traditional pedagogical approaches to the current educational environment.

大学の国際化の目的が重要であること、学生や教育活動だけでなく、組織運営、資金・財政等様々な要素がありいずれも重要であることを再認識した。
For the internationalization among Japanese universities, organizational management within university and budget are also important factors.

国内外の大学の国際交流・国際教育のさまざまな取り組み、またコロナ禍のもとでの代替プログラムの運用や計画などが大変参考になりました。この状況を乗り越えるためには忍耐力と発想の大胆な転換、時流をよむ判断力が重要だと痛感しました。
It was a great time to learn about recent international education trends in and outside Japan, and alternative education programs in the COVID-19 pandemic. To overcome COVID-19 difficulties, we all have to be patient and have excellent decision-making skills.
