説明 Introduction

2000年代後半以降の大学国際戦略本部強化事業・G-30・GGJ・SGU・大学の世界展開力強化事業などの競争的資金の概要と成果を振り返り、最近の競争的資金の動向に焦点をあてながら、大学、留学生、学生、社会（雇用主）など各ステークホルダーへの意義を考えることを目的とします。競争的資金は、大学の国際化を促進した側面が評価される一方、大学間の格差を生んでいるとの批判もあります。成功事例や補助金へ申し込まない大学の事例等を踏まえて、公的資金の功罪について議論し、将来に向けた課題を話し合います。

This seminar will provide an overview of the results of competitive funding programs such as the Strategic Fund for Establishing International Headquarters in Universities, G-30, GGJ, SGU, and the Inter-University Exchange Project, and will focus on recent trends in competitive funding. We will consider the implications for each stakeholder - universities, international students, domestic students and society (employers). Competitive funding has been praised for its role in promoting the internationalization of universities, however on the other hand, it has also been criticised for the disparities it has created between universities. We will discuss the merits and demerits of public funding and identify issues for the future.

梅木 慶治 Yoshiharu UMEKI

文部科学省高等教育局国際企画室前係長
Former Unit Chief of Office for International Planning, Higher Education Bureau, MEXT

平成17年 (2005年) 文部科学省入省。高等教育局では私学部参事官付、高等教育企画課大学設置室、大学振興課大学改革推進室、同大学入学室に配属。2020年1月～2022年3月まで国際企画室において、スーパーグローバル大学創成支援事業や大学の世界展開力強化事業の担当係長として従事。

Yoshiharu Umeki joined the Ministry of Education, Culture, Sports, Science and Technology in 2005. In the Higher Education Bureau, he was assigned to the Office for University Chartering of the Higher Education Planning Division, the Office for University Reform of the University Promotion Division, and the Office for University Entrance Examinations. From January 2020 to March 2022, he was engaged in the Office for International Planning as the Unit Chief in charge of the Top Global University Project and the Inter-University Exchange Project.

末松 和子 Kazuko SUEMATSU

東北大学 総長特別補佐 (国際交流担当)高度教養教育・学生支援機構 教授)
Professor, Institute for Excellence in Higher Education, Division of Research in Higher Education, Section of International Education, Special Advisor for President, Tohoku University

東北大学総長特別補佐（国際担当）、グローバルラーニングセンター副センターとして大学における国際戦略の立案・実施、受入・派遣を含む学内の様々な国際教育交流プロジェクトを統括し、大学院・学部で課題解決型の異文化間教育科目を担当。留学生と国内学生の協働学習を取り入れた国際共修（ICL）の推進によるカリキュラム・教育実践の国際化に努め、国内外でも講義やワークショップを多数実施。ICLの教授法、効果、国際化 (Internationalization at Home)としてのインパクトを検証する研究プロジェクトや、技能実習生等の外国人労働者の定着支援プロジェクトを統括し、日本における多文化共生をテーマとした研究活動を幅広く展開。

As Special Advisor to the President for International Affairs and Deputy Director of the Global Learning Center at Tohoku University, Kazuko Suematsu is involved in planning and implementing Tohoku University's international strategy, leading various international projects for domestic and international students, and teaching intercultural education classes at both graduate and undergraduate levels. As an expert in Intercultural Collaborative Learning (ICL), she is involved in the internationalization of curricula and educational practices using ICL at Tohoku University, and actively gives lectures and workshops at various institutions on and off-campus. She is currently leading research teams that look into pedagogies, outcomes of ICL, and its impact on Internationalization at Home, and the realization of multicultural conviviality in Japan, including support for foreign workers such as technical interns.

黒田 一雄 Kazuo KURODA

早稲田大学大学院アジア太平洋研究科教授・研究科長
Professor and Dean, Graduate School of Asia-Pacific Studies, Waseda University

1989年早稲田大学政治経済学部卒業。1993年スタンフォード大学大学院修士課程修了（MA)。1996年コーネル大学大学院博士課程修了 (PhD)。米国海外開発評議会（ワシントン）、世界銀行、広島大学を経て、現職。日本ユネスコ国内委員会委員、文部科学省国際教育協力懇談会・国費留学生選考委員会委員等多数・東京大学客員教授、早稲田大学留学センター所長、早稲田大学国際部長など歴任。現在、JICA緒方貞子平和開発研究所客員研究員、アジア学生文化協会理事、世界比較教育学会連合（WCCES）研究委員長等。編著にMigration and Mobility in Asia Pacific Higher Education（Palgrave Macmillan, 2012)、Emerging International Dimensions in East Asian Higher Education (Springer, 2014)、『ユネスコ国際教育政策叢書全12巻』東信堂（2014－2016）、『日本の国際教育協力‐歴史と展望』東京大学出版会（2019）等。2019年Universitas 21より高等教育国際化への貢献に対してU21 Awardを受賞。

Kazuo Kuroda graduated from Waseda University (BA 1989), Stanford University (MA 1993) and Cornell University (PhD 1996). He held positions at the Overseas Development Council in Washington, D.C., the World Bank and Hiroshima University before coming to Waseda. He has formally held various policy and administrative positions including a Member of the Japanese National Commission for UNESCO, a member of several MEXT Committees, a Visiting Professor at the University of Tokyo, and the Dean of International Affairs at Waseda University. Currently, he also serves as Visiting Research Fellow at the JICA Ogata Sadako Research Institute for Peace and Development, as well as the Chair of the Research Standing Committee of the World Council of Comparative Education Societies (WCCES). His edited book publications include Migration and Mobility in Asia Pacific Higher Education (2012) by Palgrave Macmillan, Emerging International Dimensions in East Asian Higher Education (2014) by Springer, and Japan’s International Cooperation in Education: History and Prospect (2019) by the University of Tokyo Press. He was awarded the U21 Award by Universitas 21 in 2019 for his contribution for internationalization of higher education.

大森 昭生 Akio OMORI

共愛学園前橋国際大学 学長
President, Kyoai Gakuen University

1968年、宮城県仙台市生まれ。東北学院大学文学部英文学科、同大学院博士課程にて研究。1996年に学校法人共愛学園に入職、共愛学園前橋国際大学国際社会学部長、副学長等を経て、2016年より現職。共愛学園前橋国際大学は、文部科学省のGGJ, COC, COC+, APのほか、 Plus-DXなど各種事業の採択を受け、教育改革を進めてきた。
文部科学省中央教育審議会の各種委員等のほか、群馬県青少年健全育成審議会会長、前橋市スーパーシティアーキテクト統括等、地域における各種公的委員を多数務め、各地での講演多数。３児を育てており、二人目・三人目出産に際し育児休業を取得。群馬県総合表彰（男女共同参画分野）。全国の学長が注目する学長ランキング1位 (大学ランキング2023)

Akio Omori was born in Sendai, Miyagi in 1968. He has been working at Kyoai Gakuen University since 1996, and after working as Dean of the Faculty of International Social Studies and Vice President, he has been President since 2016. Kyoai Gakuen University promotes educational challenges with the adoption of various projects of MEXT such as GGJ, COC, COC +, AP, Plus-DX, etc. In addition to various members of the Central Council for Education, he has served as a number of many public members in Gunma, such as the chairman of the Youth Health Development Council and the supervision of Maebashi Super City Architects. He has three children and has twice taken paternity leave.

星野 晶成 Akinari HOSHINO

名古屋大学グローバル・エンゲージメントセンター 准教授
Associate Professor, Global Engagement Center, Nagoya University

名古屋大学グローバル・エンゲージメントセンターの准教授として、現在、交換留学や短期留学プログラムの運営に携わっている。15年以上にわたって高等教育の国際教育交流に携わり、この分野の運営、国際プログラム開発、教育、研究に精通している。2006年にミネソタ大学ツイン・シティーズ校で第二言語・文化教育学の修士号を、2020年に名古屋大学で国際開発学の博士号を取得。

Akinari Hoshino is an Associate Professor at the Global Engagement Center, Nagoya University, where he is responsible for the administration of exchange and short-term study abroad programs. He has been involved in international education within higher education for over 15 years and is well familiar with the administration, international program development, and research in this field. Dr Hoshino received his M.Ed. in Second Languages and Cultures Education from the University of Minnesota, Twin Cities, in 2006 and his PhD in International Development from Nagoya University in 2020.
