研修初日の午後、船橋力さんによる「文部科学省 官民協働海外留学創出プロジェクト:トビタテ!留学JAPANプロジェクト」に関する基調講演が実施されました。講演ではまず、プロジェクト実施に至った政策的背景、プロジェクトの特徴、産業界で活躍する人材育成を目指す6つの多様なコース、支援企業・団体などが、エピソードを交えて紹介されました。続いて、プロジェクトによる派遣留学の実績や、帰国生がエヴァンジェリストとして行う留学機運を盛り上げる活動の紹介等がありました。その甲斐もあって、プロジェクトの認知度は向上しているとのことです。大学に対して実施されたトビタテの成果に関する調査の結果によると、自由な留学計画や帰国後コミュニティなどへの高い評価が示されています。一方課題として、親や教員の意識格差、情報格差、経済格差などが機会損失の要因となること、地域による参加の偏りや高校生の留学率の低さなどが指摘されました。最後に、VUCAワールドとも呼ばれるこれからの時代に求められることとして、①若い感性が未来をつくる時代という前提のもと、若者と対話し、共創し、託すこと、②起業家精神が求められることがメッセージとして発信されました。参加者からは、「プロジェクトの意義、到達点、課題について、詳しく知ることができて良かった」、「高校生から留学すると、その後の留学につながりやすく、大学、就職後で計3回留学すると、型にはまったものから更に深堀りした経験に進化するので良いという点が興味深かった」といった声が寄せられました。

In the afternoon of Day 1, Project Director, Mr Chikara Funabashi, gave a keynote lecture on the Public-private joint initiative for overseas education promotion: TOBITATE Study Abroad Initiative by Ministry of Education, Culture, Sports, Science and Technology (MEXT). The lecture began with an introduction to the policy background that led to the project implementation, the characteristics of the project, the six diverse courses that aim to cultivate human resources for Japanese industry, and the companies and organizations that financially support the project. He then showed the numbers of TOBITATE project awardees and highlighted the "Evangelist activities" undertaken by returnee students to boost the momentum of study abroad in Japan. Thanks to their efforts, the project has gradually gained recognition. Outcomes from the TOBITATE initiative, such as flexibility in designing study programs and the returnees’ community and networking are highly evaluated by universities, according to a survey. Mr Funabashi also pointed out some challenges and lost opportunities, including the gap in awareness about the project among parents and teachers, and information gaps, and economic disparities, and uneven participation among regions in Japan, in addition to low participation rates among high school students. He finished with messages as what steps we should take in today’s VUCA (volatility, uncertainty, complexity, and ambiguity) world: (1) open dialogue with, co-create, and entrust young people, based on the premise that their sensibilities will create the future, and (2) foster an entrepreneurial spirit.

A participant commented, "it was good to learn more about the significance of the TOBITATE project, what it achieved, and the challenges it faces," and "I found it interesting that studying abroad during high school years is more likely to lead to further study abroad. Studying abroad three times in total, during high school, at university and after employment, is ideal because it evolves from a typical experience to a more in-depth one”.
